A2P 10DLC Campaign Registration

What is A2P 10DLC?

Starting November 1st, 2020, AT&T plans to move all long code US SMS to its new 10DLC A2P platform. We expect that T-Mobile and other carriers will do the same soon after.

To comply with this change, Plivo will be moving all existing and new long code SMS terminating with AT&T to their new 10-digit long code (10DLC) A2P service.

Will all the other carriers in the US also be moving to A2P 10DLC?

 Earlier in Jan, 2020 Verizon already moved to a 10DLC offering. Starting Nov, 2020 AT&T is moving to 10DLC also. In Q1, 2021, we expect TMobile also to do the same. We also expect all the above carriers to standardize their processes and move to a common platform in early 2021.

What are Campaigns?

To comply with this change, all SMS providers including Plivo are required to register your business and each of your use cases as an individual campaign with the carriers. This is required for both transactional and promotional use cases, irrespective of volume.

This is a mandatory requirement to continue sending SMSes via longcodes after the deadline.

What is a Campaign registration?

To continue sending SMSes via 10-digit long code in the US on the AT&T network, all SMS providers including Plivo are required to register your business and each of your use cases as an individual campaign with the carriers. This is required for both transactional and promotional use cases, irrespective of volume.

Plivo will do its best to ensure this process is seamless and transparent at your end. 

What are the different tiers of Campaigns that can be registered?

Currently, campaigns can be registered in two tiers:

  1. Basic Campaign

This tier requires minimal information about your use case, however will only allow a throughput of 5 SMS/minute (Throughput Per Minute - TPM) for sending SMSes.

  1. Verified Campaign

This registration tier requires additional business details like EIN/Tax ID and will enable a higher base throughput of 30 SMS/minute (Throughput Per Minute - TPM) for sending SMSes. We expect that the carriers will introduce additional protocols around being able to increase this base throughput to a much higher number over time.

What business details are required to register a Verified Campaign?

Currently, the carriers require you to provide details about your business, Tax ID, and the website along with use case information and category. We have created this form for you to submit this information at your end to simplify this process. Over a period of time, we will further simplify and streamline this process.

What is the cost to register a campaign?

The cost structure for a campaign registration consists of a one-time setup fee and an ongoing monthly recurring fee for every campaign registered. Plivo will pass-through these underlying fees to you as-is without any additional charges. 

One Time Setup Fee: 

  • $4 per campaign registration for both Basic or Verified Campaigns

Monthly Recurring Fee:  

  • Basic Campaign: $2/month per campaign registration
  • Verified Campaign: $10/month per campaign registratiom

Are there any additional usage charges or surcharges for each SMS sent or received?

We expect the carriers to charge an additional fee for each message on the platform.

AT&T is expected to start charging this after the service goes live. AT&T is expected to release the surcharge fees soon. Plivo will share any updates to both the dates and the fees as soon as one is released.

We also expect other carriers (T-Mobile, Verizon) to follow the same from Q1 2021.

Can I have more than one registered campaign?

You are allowed to register only 1 Basic Campaign and multiple (up to 12) Verified Campaigns for your business. Each campaign registered will be charged as indicated above.

Each verified campaign can be the same use case or a different use case and will allow a base throughput (TPM) of 30 SMS/minute. If you need additional TPM for your use case please contact us at 10dlc-registration@plivo.com with more details about your use case and we will get back to you.

Can I use multiple long code numbers on one campaign?

Currently, AT&T will only allow 1 long code number per campaign for all service providers. We are working with AT&T closely to seek approval for utilizing more than 1 long code phone number for a single campaign. There is no confirmed date for this change at the moment. 

What are the detailed differences between a Basic Campaign and a Verified Campaign?

Basic campaigns get restricted throughput (TPM) and a limited number of campaigns. Verified Campaigns get higher base throughput (TPM) and the ability to register multiple campaigns per business. Please refer to the table below for the complete comparison.
