No, you can only set your Plivo number as the source number for messages going to the US and Canada due to telecom regulations. You can, however, make an outbound voice call using Plivo’s APIs with a non-Plivo caller ID.
Dynamic sender IDs (i.e. non-Plivo numbers) may be used as the source number for messages directed to international destinations. However, we cannot guarantee that the source number displayed to the message recipient will match the number which was originally used.
